THE YELLOW CARD SCHEME
The Yellow Card Scheme is an official crime reduction scheme endorsed by the Southampton Safe City Partnership including the Police and Southampton City Council.
The Yellow Card Scheme aims to bring licensed premises together to make Southampton a safe, thriving and economically sustainable night time city.
By introducing the Yellow Card system we will reduce the amount of alcohol related crime, disorder and public nuisance occurring in the night time economy.
The aim of the Yellow Card Scheme is to reduce incidents of low level crime and anti-social behaviour in Southampton's City Centre by providing a visible reassurance to the public. It can also used to provide a mechanism to gather evidence against repeat offenders for Anti-Social Behaviour Orders but the over-riding principle is to introduce a 'standard of behaviour' which is acceptable to the residents and businesses of Southampton with the emphasis being in the longer term to educate individuals to behave appropriately thus reducing crime and anti-social behaviour.
How does it work?
The Yellow Card Scheme will work in the same principle as football. Yellow Cards can be issued by the Police primarily but venue staff can also issue a card.
- An offender can be issued a Yellow Card by the Police or Door staff for alcohol related Anti-Social Behaviour and Disorder. (Police may issue a yellow card alongside issuing a Section 27 Dispersal).
- Individuals issued with a Yellow Card will stay on the Business Crime Reduction Partnership record for 12 months.
- If the same offender causes more Anti-Social Behaviour within that 12 month period they will be served with an exclusion notice.
- If offender continues to breach the exclusion notice, their details will be passed to the Anti-Social Behaviour Team at Southampton City Council where a Drinks Banning Order (DBO) will be sought from the courts.
- If the offender still continues to breach their exclusion/DBO they then could face up to 5 years in prison and/or a fine.
By introducing the Yellow Card Scheme we aim to:
- Prevent crime and disorder in the City of Southampton
- Ensure public safety
- Prevent public nuisance
- Make Southampton a Safe City
